The U.S. Department of Energy (DOE) has published a Federal Register final rule pertaining to the enforcement of regional standards for central air conditioners 81 FR 45387 (July 14, 2016).  This rule adopts requirements related to the enforcement of regional standards for central air conditioners, as authorized by the Energy Policy and Conservation Act (EPCA) of 1975.
